Endpoint for detailed Hashtags information
Access: VIEWPORTACCESS, VIEWSOME, or VIEWALL

- GET - lists summarised information about hashtag
- PUT, POST, DELETE - unimplemented
This is effectively a 'Services' search with keyword set to be the first argument.
However, if a user does not have VIEWSOME or VIEWALL, then only public hashtags will be visible.
